Base this on the client's feedback. If the client was happy, you were likely staffed appropriately. They may be a budget client that was looking for the type of service received. If the client was sweating or busy, then this could mean you were understaffed. Please support your argument if you say you were understaffed. (TIP: do not ever mention overstaffing--we'd always rather be over than under.)
